The skill
Develop builds a feature, UI or backend, from an approved spec: it gates on undecided choices and routes them to architect, then reads the spec and AGENTS.md, builds, and advances the scope.
Only when you ask.

When does it start? How does it check its work? What does it remember?
Stops at the gate when a decision is owed, or after one feature slice is built.
Enumerate every value the build must produce and check the spec names a source for each.
If a source is unnamed, stop and route to architect or record an Assumed spec.
Decide whether the work is UI, logical or both from the spec.
Read the governing spec, the nearest AGENTS.md and the matching build guide.
Follow flow/build.md to build, asking only what the design left open.
Update the feature status, milestone boxes and code pointer in the scope file.
It writes only in its own folder and asks you before anything goes out.
Read both lists. If the left one sounds like you, the Develop skill helps.
No. If a required value has no named source, it routes to architect or records an Assumed spec.
No, except a minimal Assumed spec; architect owns deliberating and ratifying decisions.
